What is a neighbourhood plan?
A neighbourhood plan, (also known as a neighbourhood development plan) is a new way of enabling local communities to determine the future of the area they live and work in. It is the opportunity for local communities to take planning into their own hands for their local area.
The Ashdon Neighbourhood Plan, once finalised and adopted by Uttlesford District Council, will used with the District Council's Local Plan
to decide planning applications in the area.
It can be used to:
Develop a shared vision for the future of a neighbourhood
Choose where new homes, shops, offices and other development are located
Identify and protect important local green spaces
Influence the design of new buildings
Promote renewable energy projects
Protect the historical environment
The neighbourhood plan process
The Localism Act introduces a new right for a parish council or a neighbourhood forum to produce a 'neighbourhood development plan' setting out policies against which traditional planning applications could be judged. These policies could cover:
Planning objectives for the neighbourhood
The broad planning context (e.g. transport connections), local facilities, services
Key neighbourhood projects and infrastructure priorities
Development management policies on housing, economic development, environment
Site-specific policies on housing, economic development and environmental issues
Changes in the coverage of some planning designations
